setup.py install the python bytecode correctly into $PYTHONPATH/dist but fails when downloading pyGTK. this should not be necessary for setup.py. make it a separate installer? thanks.

Bug Description
setup.py breaks upon trying to install pyGTK support. the python bytecode is installed correctly hence i can launch python and import from the libraries but setup.py should not in my opinion deal with pyGTK for win32 support at all.

I had the same problem in both the bazaar and setuptools installations. Even after installing py-gtk from my distro's package manager, it still failed installation because it didn't check to see if I had and continued it's failing attempt at installing PyGTK.
