Bug Description

On applications other than the native ones, where the "small version" of the window's control buttons is used, clicking them has no visual effect. So when they are "active" (being clicked), they show the same aspect as when they are not, creating a bubble of both inconsistency and "counterintuitivity".

Examples of applications affected by this are Firefox, GIMP, GParted and Telegram.

OS: elementary OS 0.4 Loki (64-bit)

Typically, when you click the close button on a window, you see some effect while you are clicking it: a rounded square with an inner shadow, so that you are aware that you are about to close the window. What I'm saying is that this is not happening for many applications -- apparently it is only happening for the ones built by the elementary team.

I have also notice that for the set of cases I tried, there is a difference in size in the close button with respect to the elementary's applications: elementary's are bigger (because the top bar is differently designed, and bigger too). My feeling is that this has little to do with the issue, but I wanted to say it anyway just in case.
