Bug Description
gala 0.1-0~r353+
New windows from running apps are not being pulled to front.
1. Start e.g. Clementine.
2. Close the window so that it minimizes to an indicator icon.
3. Open a Chrome window.
4. Click activate in Clementines indicator so that it opens up its window again.
5. Clementine is behind the Chrome window.
I can do this with any other app - also by right clicking on plank and let an app open a new window (e.g. the terminal; also by using the hotkey).
Starting new apps which open a window does place it to the front.
Normally when I request a window of a running app I want to have it in the front - otherwise it's quite annoying (orange).

It affects me too, but doesn't happen with all apps. Now I'm with firefox open and if I launch Chromium browser happens the same: it opens behind firefox but if I open libreoffice it opens properly. The behaviour with Clementine is like you comment and with others (not all) that you minimize to notification area too, for instance: Qbittorrent. Transmission behaviour is good and shows up at front when you open it from the notification area. (Sorry for my english)
