Minimize app window moves all windows of the app to the front

Bug Description

1. Open 2 terminal windows.
2. Open another app and make its window covering and hiding all terminal windows.
3. Focus the "other" app.
4. Switch to one terminal using alt+tab, overview or something.
5. Minimize this specific terminal window.
6. See how the other terminal window is being raised above the "other app" unexpectedly.

I actually found this problem having Google Chrome and it's Google Mail app as separate windows at the same time. It seems like Gala is raising all windows of an app when invoking the minimize action.

At that point in time I could enable the minimize button in the window header and use it.

I can't reproduce it since there is no minimize button.
