Bug Description

Fuel 9.1 #197

Environment:
 * Compute: KVM/QEMU with vCenter
 * Networking: Neutron with VLAN segmentation
 * Storage: default
 * Additional services: default
Nodes:
 * controller

Steps to reproduce:
1. Deploy an env with DVS plugin
2. Go to the "Workflows" tab and try to download YAML the "plugin (Neutron VMware DVS ML2 plugin)"

Actual result:
Modal window with error message:
 File Download Error
 A server error has occurred. Please contact your system administrator.

Expected result:
yaml file downloaded successfuly

Additional info:
JSON file for plugin was downloaded successfully

After error with downloading of an YAML workflow I can't normally switch between tabs in fuel ui

    For a single graph level file URL should have a suffix according
    to the level.
