Bug Description

Detailed bug description:
 If user first upload the CA bundle file and then delete the CA bundle file in Fuel UI (VMware tab)
 and start deploy, then deploy fails.

Steps to reproduce:
 Create env with vCenter + DVS plugin 3.0.0
 Еnable "VMware vCenter/ESXi datastore for images (Glance)" from Settings tab-> Storage.
 Upload the CA bundle file and then delete the CA bundle file in Fuel UI (VMware tab).
 Add following nodes:
      Controller
      Cinder-vmware
      Compute-vmware
  Deploy env

Expected results:
 Env finished deploy and Glance with vSphere backend works fine.
Actual result:
 Deploy fails on step upload cirros.
Reproducibility:
 100%
