Remove zabbix-related code from python part

We should remove current ability to deploy Zabbix as part of Fuel. Let's remove it from UI/CLI for now, and remove all remaining zabbix code later, as it would involve touching of some core parts (which we don't want to touch now as we are late in the release cycle).

There is no ability to deploy zabbix in experimental mode any more. It has been removed here: https://review.openstack.org/#/c/184017/
Renaming the ticket and changing priority to Medium because it is not an issue any more.

    Remove zabbix from fuel-library
