Bug Description
With new task-based deployment engine it is possible to run deployment on a lot of nodes in parallel even if they belong to different deployment groups. This actually means that even the simplest BVT case will run 6 nodes deployment in parallel. This also means that the load imposed on the master node and/or the node hosting fuel target nodes as VMs may increase significantly. In order to cope with this we need to have a configurable global concurrency parameter which may be set by user or fuel-qa tests to limit this load.

The feature is experimental, and HCF is coming. I lower prio and set Won't Fixed for 8.0.
