Bug Description

This is related to: https://bugs.launchpad.net/fuel/+bug/1396020

The fix in the mentioned bug works, but restarting OFED (after applying the fix) requires also OVS restart which is missing.
This happens right after deployment finishes.

    Restart OVS after Mellanox drivers are loaded when recompiling
    mlnx-ofed-kernel module on Ubuntu

    After recompilation the drivers are reloaded, there is a dependency
    between OVS and openibd - OVS must be reloaded whenever openibd
    is reloaded.

Please note that in Centos the service is openwswitch, and the patch https://review.openstack.org/#/c/138096 assumes it is openwswitch-switch. Looks like the bug status requires additional confirmation from QA

This workaround is relevant only for Ubuntu, and the ovs restart clause if inside "if ($::osfamily == 'Debian')"
