Bug Description

puppet log contains a lot of information from l23network provider such as http://paste.openstack.org/show/592911/

How to reproduce:
1. Deploy cluster
2. cat /var/log/puppet-error.log from any node

After https://review.openstack.org/340762 gets in the serializer could return null for ethtool/offload values which results in the astute.yaml on nodes:

Filter for non value offloading modes added to newton patch https://review.openstack.org/#/c/411281/, so for newton it should be invalid also.
