Bug Description

Detailed bug description:
"Neutron QoS" option was implemented in 9.0 release.
So need to add it to Product-Stats
https://github.com/openstack/fuel-web/blob/master/nailgun/nailgun/statistics/fuel_statistics/installation_info.py#L68

Expected results:
1. Open https://product-stats.mirantis.com/reports.html
2. Download "Installations Info" report for any period of time
3. Check that data contains "Neutron QoS" option
