MySQL action stop fails to detect a myslqd process running if no a pidfile

Bug Description

Whithout a pidfile, the MySQL OCF RA action stop reports SUCCESS leaving the mysqld process running. This ends up it is unable to start ever as it produces "Already in use" errors.

    Just do stop, if called. Do not report success
    from guessing the current state, ensure it stopped
    instead.
