Bug Description

Need to check the state of these slaves.

There were some issues with ci-slave22.fuel-infra.org before, but today we faced with issue on ci-slave23.fuel-infra.org

we had ha_neutron_vlan thread working on ci-slave23, but not on ci-slave22

Now puppet has been run on ci-slave23, so we need to check if this slave is capable of running the test now

Downgrading to High as ci-slave23 is fully functional.

We need to recreate environments on ci-slave22

It seems that ci-slave22 is broken too. I'm raising Importance to critical as this is a blocker for us and we might not make it in time.

These jobs are now green.
