Bug Description

Detailed bug description:
In Fuel UI in OpenStack Settings tab section Other is empty, only caption is shown (see screenshot).

Steps to reproduce:
Deploy MOS, create new environment

Expected results:
It's expected that the section is not empty

Actual result:
Section is empty

always

Verified on 9.0-417-mos: The "Other" section of settings is hidden, when there is no settings to show. In case "example plugin" installed, section available and contains information about installed plugin and checkbox for enabling him
