[octane] ceph.conf should be migrated more intelligently

Bug Description
I'm trying to upgrade MOS6.0 to MOS8.0, but while upgrading ceph monitors i've observed following issue.
Octane approach for ceph.conf:
1) get ceph.conf from original env
2) replace mon_initial_members and mon_host
3) put to updated controller (replace new one)
But in case 6.0<>8.0 ceph.conf has number of changes and we can not simply copy old one.
