Bug Description

Deployment of Openstack cluster failed with message Deployment has failed. All nodes are finished. Failed tasks: Task[ntp-check/1] Stopping the deployment process

Steps to reproduce:
take ISO #188, start deploying openstack cluster with 1 controller and 2 computes
All the settings are default + Murano enabled + Openstack debug logs enabled

Windows 7 Pro, VirtualBox 5.10, Cygwin, latest vbox scripts from stable/mitaka

i am facing the same issue in 9.2 , was in 8.0 and 9.0. was never fixed, deployment can't continue even if you choose not to have ntp at all.

You have to have ntp in order for the cluster to form. If you don't have external ntp servers you need to at least supply an internal one. the fuel master could be setup as a ntp if you have no access to external ntp servers.
