Hello,

Please add ability to delete labels in Racks.

Please note, this should have confirmation since it's destructive operation.

Enable delete button in labels list.

Labels page has been converted to CRUD system and delete dialog was
enabled for users with 'delete' permissions. Details and update pages
are still disabled for labels.

Minor tweak to Web UI tests to reflect URL changes.
