Bug Description

cinder::ceilometer (v8.0.0) configures deprecated option for Mitaka

2016-04-06 08:23:52.712 3321 WARNING oslo_config.cfg [-] Option "notification_driver" from group "DEFAULT" is deprecated. Use option "driver" from group "oslo_messaging_notifications".

'DEFAULT/notification_driver' cinder_config should be changed to 'oslo_messaging_notifications/driver' to fix this.

Steps to reproduce via Fuel:
1) Deploy env with ceilometer enabled, 2 mongo nodes, 3 controllers, 1 compute and 1 cinder
2) Check /var/log/cinder/cinder-volume.log on cinder node

Expected result:
there's no 'WARNING oslo_config.cfg [-] Option "notification_driver" from group "DEFAULT" is deprecated' message in the log

Actual result:
there's deprecation message in the log

Affected Fuel version: 9.0

Raising priority to High for Fuel-10.0 because in Newton release 'DEFAULT/notification_driver' cinder_config would lead to non-working ceilometer metrics in cinder (in Mitaka it's just deprecation warning)

    * don't hard-code notification driver for heat and murano
    * accordingly update yaql expressions in tasks.yaml
    * enable previously disabled tests because of upstream work
