Bug Description
Steps To Reproduce:
1. Take MOS 9.0 ISO version #143.
2. Deploy environment with 3 controllers (with mongo nodes) and 1 compute node.
3. Run OSTF tests
Expected Result:
All OSTF tests passed, each Ceilometer test takes no more than "expected duration".
Actual Result:
Ceilometer OSTF tests failed, and these tests failed by timeout after 300 seconds.
