Bug Description

This file /etc/fuel_openstack_version is provided by fuel-openstack-metadata package (btw, which should be removed), but it does not install this package before using this file.

    Install fuel-openstack-metadata before getting OPENSTACK_VERSION

    We need to install fuel-openstack-metadata which provides
    definition for $OPENSTACK_VERSION in bootstrap_admin_node
