[OSTF] Need to add an ability to run a single osft test from fuel command line

Bug Description
Currently, there is no ability to run a particular ostf test from fuel command line (from smoke or sanity test sets), only the whole set of tests can be run from command line, for instance:
fuel --env 1 health --check sanity
OR
fuel --env 1 health --check smoke
It would be nice to have an ability to run a particular ostf test or set of tests (by passing test id or test name as an argument) from smoke or sanity test set from fuel command line.
