Bug Description

Idab40f63e962293e59ac2cc2f7dc95ed474f74e6 introduced some new cinder configs that are defined in openstack::cinder class, causing duplicate declarations. This code didn't go through proper CI and now should be adapted.

    Adapt openstack:cinder to cinder keystone changes

    cinder::api now configures all keystone resources. openstack::cinder
    should not create these cinder configurations any more.
