Mysql WSS script does not respect location constraints during cluster bootstrap

Bug Description

our mysql-wss script in 8.0 master (sha 9dd5dbdf9c8851b268b7e81df525e4332c6d42eb) uses list of online nodes in quorate pacemaker partition to get list of candidates for master role. This is not completely correct as the node may be online within quorate partition, but may be still not eligible for th resource run due to location constraints.

This affects ability to run task-based deployment in Fuel as at the time of Mysql Galera bootstrap there are already several online Pacemaker nodes. The script will pick random node which might be not the one where the resource can run thus blocking the deployment.

Additionally, this may affect similar scenraios in generic clusters.

Check for Mysql wss constraints among online nodes

    This commit introduces additional check into
    get_possible_masters() function that also checks
    if an online node from quorate partitions is
    eligible to run mysql resource.
