Bug Description
In order to be able to separate process of repo creation and sync and symlink update, we need to be able to pick whether we want to update head symlink after job is successfully run.
Please add a flag into proposed-to-updates jobs to do this, so that we can roll out some of the repositories without actually exposing them to users.
