Bug Description

SYSTEM_DIRS for data backup should include /var/lib/fuel so that stateful data gets backed up as well.

    Add /var/lib/fuel to SYSTEM_DIRS for backup

    Stateful data is now stored inside /var/lib/fuel
    and should be included in backup.
