[Plugins] LBaaS plugin cannot be installed in multinode

Bug Description

Steps to reproduce:
1. Get latest LBaaS plugin
2. Install it on master node
3. Create HA cluster.
4. Navigate to UI and see that LBaaS is not an option there.

Actual result:
LBaaS cannot be selected in HA mode.

Expected Result:
We should can use LBaaS in HA.

    Add ability to install in HA mode

    As long as we decide to use LBaaS in HA (with lack of rescheduling),
    such mode added to plugin.
