xinetd in cobbler container doesn't write logs

Bug Description

xinetd is configured to log to syslog, but we don't support container log collection.
The appropriate solution is to switch log_type to FILE

    Add file logging for rsync xinetd service

    Because rsyslog does not run inside rsync container,
    its log messages are lost.

    Added log rotation for new rsync.log file.
