Use env vars to controll performance tests in nailgun

Bug Description

Right now Nailgun's performance tests' settings are stored in settings.yaml https://github.com/stackforge/fuel-web/blob/1f063c392b2a726ee68b1be3668a667c9a79ee68/nailgun/nailgun/settings.yaml#L803-L812

The only way to change them is to edit (for example using sed) settings.yaml file which is worse than setting a environment variable.

Let's allow performance tests settings to be set using environment variable.

We passed SCF in 8.0. Moving the bug to 9.0.
