Bug Description

Expected:
Fuel-stats process should reload config params from external config file. External config - the python file. Path to file is set into environment variable COLLECTOR_SETTINGS. Params from external config should overload parameters from collector/api/config.py

Actual:
Parameters from the external config are igonred.
