Bug Description

In order to support patching and rollback hooks we need to send newer and older env versions to Astute to run pre and post patching/rollback hooks to workaround existing issues blocking patching or rollback.

    Add openstack_version_prev key to deployment info

    We should send to Astute information about previous openstack versions,
    since it's needed by our puppet manifests.
