OS deployment failed on swift rsync

Steps to reproduce:
1. Install OS(Ubuntu, HA, 3 controller+mongo, 1 compute, neutron gre, ceilometer,sahara)

Actual result:
Deployment on some of controllers fails with message in puppet.log:
2014-08-25 17:58:27 ERR
 rsync -q -a rsync://192.168.0.3/swift_server/object.ring.gz /etc/swift/object.ring.gz returned 3 instead of one of [0]

This issue has reproduced 3 times out of 3 on the same server
