Bug Description
Steps to reproduce:
1. Create environment with Neutron with VLAN segmentation and KVM hypervisor
2. Change hypervisor to KVM and save settings
Actual result: Checkbox "iSER protocol for volumes (Cinder)" becomes available after saving changes. After refresh it is disabled again
Expected result: Checkbox "iSER protocol for volumes (Cinder)" is disabled
