[systest] VMs snapshots aren't created when tests fail on 'prepare_slaves' stage

Bug Description

When some slave nodes do not bootstrap while preparing slaves for further deployments system tests fail with 'waiting timeout' exception , but VMs snapshots aren't created, so we can not investigate the cause of boot failure:
