[iso] Fuel local repo for Ubuntu - folder structure incorrect

Environment:
Single Node Controller Install

Description:
The local repo that is created in the Nginx container has a different structure that expect by astute. The fetch query (log entry bellow) is http://10.20.0.2:8080/ubuntu/fuelweb/x86_64/dists/main/precise/binary-i386/Packages

The actual file structure is as follows:
/var/www/nailgun/ubuntu/fuelweb/x86_64/dists/precise/main
