Steps to reproduce
1. Create new environment (Ubuntu, HA mode)
2. Add 3 controllers, 2 computes
3. Start deployment. It was successful
4. Start OSTF tests. Tests "Create volume and attach it to instance", "Launch instance", "Launch instance, create snapshot, launch instance from snapshot" has failed
