Bug Description
When I run puppet apply on the master it tries to run 'dockerctl build all' again.
During the upgrade we have to run puppet second time on the host system because we need to upgrade dockerctl, fuelclient, etc.
In this case we don't need to run dockerctl again.
One of solutions is to create separate manifest for host system which we will run in case of upgrades.
