Bug Description

We need to throw out hard coded kernel parameters from pmanager.py and expose them via user interface so as to make user able to change them. We have already been asked to throw out ttyS0.

    Set kernel params in grub config using web UI

    * remove hardcoded grub settings
      and set params sended by Nailgun.
    * remove code which set parameters
      in /etc/grub.cfg file, this file
      doesn't exist in ubuntu or centos.

    Tested on the iso, patches were applied manually.

Do we need to provide regular documentation about modifying kernel parameters?
https://review.openstack.org/#/c/92075/ is a draft of the revised User's Guide; it does
briefly mention how to get to the grub command line the first time the environment is
booted under the Fuel UI -- is that the right place to discuss tuning kernel parameters
or should we do a separate section in the Operations Guide?
