Bug Description
Steps to reproduce:
1. Install 9.2 with stacklight and telemetry.
2. Enable only samples(write to influx db installed by stacklight)
Behavior:
event.sample queue growth, no consumers.
Expected behavior:
event.sample queue should be empty.
Fix:
Add 1 more ceilometer-
