Bug Description

Info about if the plugin is hotpluggable or not should be added to metadata.yaml to avoid this message:
'You have just activated LDAP plugin for Keystone. The developer of this plugin hasn't specified it as "hot pluggable", so the cloud environment may stop functioning properly if this plugin is applied in post-deployment stage. Please consult with plugin developer on further appropriate course of actions'
