Bug Description
When JOBS_DIR isn't exist, freezer scheduler will try to create that directory.
The JOBS_DIR's default value is /etc/freezer/
Error while creating directory /etc/freezer/
From szaher's comments:
I think this directory shouldn't be created using freezer-scheduler itself.
freezer-scheduler should complain if this directory doesn't exists or should be able to use temp directory
