Ticket references are not rendered as ticket links

Bug Description
When #N+ appears in a ticket comment, trac renders it as a link to that ticket with the ticket summary as the title/alt text. Frack just renders the #N+ as-is.
The ticket link is also struck through when the link is to a resolved ticket. This indication of ticket state actually strikes me as pretty useful (perhaps even moreso than the actual link itself).
