Bug Description
In the Ubuntu 13.10 Unity desktop, I can't speak to the others, when a window is maximized there is a transparent horizontal bar about the size of a title bar at the top of the window just below the panel. Clicking the bar will click whatever is underneath it, such as the desktop or application window, etc.

I know this bug report is super old but Fogger is pretty much DEAD . . . I found a solution that I have migrated to.
Midori is a lightweight browser that has Application support, these applications have individualized sessions just like Fogger but also has added benefits of being a full browser.
Midori Applications do not have the level of integration with Unity that Fogger had but basically there are so few apps and so few Unity integrations with the Fogapps that do exist it really doesn't matter. (I abandoned my two fogapps years ago because of Owais abandoning Fogger.)
