Downgrading openssl to 1.0.0e-2ubuntu4 (and not doing anything to wpa_supplicant) correct the issue for me but break work-critical packages that depend on >= openssl 1.0.1 (curl, virtualbox etc). So it's using wifi at work or doing work at work :(
I'm not a wpa_supplicant expert but this may indicate that either wpa_supplicant is not at fault or openssl is not at fault and wpa_supplicant just doesn't work correctly in this corner case with the new version of openssl. Upstream may be able to make that educated determination
