Bug Description
fcbtest.rallyinit create database with standart permissions and assing first user as an owner. Which make it impossible to start from any other user afterwards.
For example if first init was executed as ubuntu user database will be created with ubuntu:ubuntu user group and 644 permissions. Which makes it impossible to use with any other user afterwards.
