manage modules link fails

Bug Description

site administration --> manage modules --> fail
i get the logo and text only sidebar, pasted here, with smarty error at the end

you may have gotten to this page accidentally. Try using the Admin Toolbar>Exponent Menu>Configuration>Manage Active Modules
