ACQ VIEW_FUNDING_SOURCE not displaying funding sources, 2.3.4

Bug Description
When using only the VIEW_FUNDING_SOURCE permission and not the equivalent ADMIN version (so users can only view funding sources) the screen will not completely load and just spins its wheels. However if you click the "back" link (not the back button), then the sources will display. They should display properly when first going into the screen.
There were no relevant errors that I could see from this.
