Bug Description
Evergreen 3.11
It would be very useful if it was possible to transfer the template, report, and output folders from one user to another when a staff member leaves the library.
It would be handy if it could be tied to a permission so when the original account has the reporter permissions removed it prompts to ask if the reporter folders should be moved to a new account.
It should also do the same if the account is being deleted.

Currently this has to be done directly in the database - making it available through the UI would be really useful.
