Bug Description

Evergreen 3.11

There is a uniqueness constraint on user buckets:

UNIQUE (owner, name, btype)

If a staff user tries to create a hold group with a duplicate name, the action fails with no feedback.

Steps to reproduce:

* Login as admin and add the permission MANAGE_HOLD_GROUPS at the Consortium level to the staff user br1bbrown
* Login to a BR1 workstation as br1bbrown
* Navigate to Circulation -> Hold Groups.
* Add a Hold Group.
* Attempt to add another Hold Group with the same name.

The action fails silently
