Cannot transfer items from item bucket or item status

Bug Description

In 3.8 and 3.10 When in item bucket or item status, cannot transfer items to different bib record when no call number is attached to the library marked as transfer destination.

Steps to recreate

From destination bib record, in holdings view, mark library with no holdings as Mark library/call number as transfer destination.
From item bucket, select Transfer items to marked call number, item doesn't transfer.
or From item status, select Transfer items to previously marked library. Item redisplays in item status but doesn't transfer

Cannot create an empty call number to test that (see https://bugs.launchpad.net/evergreen/+bug/1998494) but if I create a call number with items I can transfer from item bucket and item status

Note: transfer to library with no holdings attached is successful from with in a bib record and from bib record to bib record using Mark library/call number as transfer destination
