Angular Patron & Circ Interface Work (Primary List)

The experimental Angular patron & circulation interfaces have been included as an option in Evergreen 3.10. (See https://bugs.launchpad.net/evergreen/+bug/1904036)

Because this is such as complex update with so many screens and functions to test, a running list of known issues is being kept here:
